Le paradis Gangsta de Don PoPaul
L’élection présidentielle du 7 octobre 2018 au Cameroun est une autre performance du pouvoir de Don PoPaul, à la barre depuis les 36 dernières années. Le lendemain de l’élection, ses «adversaires» auront une fois encore beaucoup de temps pour pleurer et s’en vouloir d’avoir légitimé ce simulacre électoral. Ce sera aussi leur faute, parce que, étant eux-mêmes souvent des purs produits de l’État de Gangsta de Don PoPaul, ils n’ont pas pu se réunir, s’entendre, puis présenter un candidat unique et crédible contre Don Popaul.
Qualifier le Cameroun de démocratie est presque une blague, si ce n’était pas vrai. En effet dans cette présidence exécutive au pouvoir renforcé, les trois branches de gouvernement et la séparation des pouvoirs sont purement un affichage. La justice est toute soumise à un cabinet noir qui manipule cette institution depuis le palais présidentiel d’Etoudi. Le parlement s’est abdiqué de toute responsabilité; et l’exécutif est dirigé par Don PoPaul avec un État familial-tribal parallèle et des réseaux clientélistes patrimoniaux gérés selon des règles formelles et informelles légitimant et permettant à une république kleptocratique de s’épanouir en cercles fermés. Comme avec ses 36 années de pouvoir, il s’agit d’un rappel absolu qu’un État sans contrainte de résultat devient un État gangster.
En outre, selon le Dr Cornel West, «appeler quelqu’un gangster n’est pas une expression subjective, c’est une description objective de quelqu’un qui ne croit pas qu’il existe des contraintes, ne croit pas qu’il existe des limites, croit pouvoir utiliser tout pouvoir arbitraire. »
Un autre rappel est que les compétences de l’homme et les ressources à sa disposition ne doivent pas être sous-estimées car il a lui-même déclaré: «ne dure pas au pouvoir qui veut mais qui peut». Cette ruse explique le très grand nombre de prisonniers politiques enfermés dans ses cachots et appelés communément «prévaricateurs de la fortune publique». Le CL2P a comparé cette tactique politique cynique à l’érudit chinois Sun Tzu, qui a affirmé que toute forme de bataille est basée sur la tromperie et que l’art suprême de la guerre est de maîtriser l’ennemi sans le combattre.
Le tout résumé donne un régime autocratique guidé par la volatilité et la duplicité de Don PoPaul, dans lequel la loyauté absolue est la norme, et la loyauté instinctive la seule voie vers la promotion sociale.
Plus précisément, dans cet État de gangsta, le rêve Camerounais, comme le chantait Donny Elwood, ne profite qu’à ceux qui ont des liens très proches avec la Mangeoire. Un exemple visible nous est fourni grandeur nature avec la campagne électorale actuelle, où est deployé de facon ostentatoire des forces inégales entre un parti-État RDPC de Don PoPaul qui a fait main basse sur la fortune publique et les candidats des partis d’opposition subtilement privés des financements publics.

Don’s Pablo’s Gangsta Paradise
The Presidential election of October 7, 2018 is another performance of power by Don Pablo who have been at the helm for the past 36 years. The next day after the election, there will be another crying time for his “opponents” doing nothing but to legitimate this electoral sham. As pure product of the Gangsta State, they could never get together and file one credible candidate to run against Don Pablo.
Calling Cameroon a democracy is almost a joke if it was not true. In this executive presidency with reinforced power, the three branches of government and the separation of power is purely nominal. The judiciary’s all tainted by a dark cabinet run strait out of the Etoudi Palace. The parliament has abdicated itself of any and all responsibility; and the executive branch is run by Don Pablo with a parallel state and patrimonial clientelist networks managed by formal and informal rules legitimizing and allowing a Kleptocratic state to flourish. As with his 36 years in power, this is an absolute reminder that a state without constraints becomes a gangster state.
What is more, according to Dr. Cornel West, “To call somebody a gangster is not a subjective expression, it’s an objective description of somebody who does not believe that there are constraints, does not believe there are boundaries, believes that they can use arbitrary power.”
Another reminder is that man’s skill set and the resources at his disposal should not be underestimated as he said himself that “I do not get to president solely because I want but because I can.”This can be seen by the long list of political prisoners in his dungeons renamed prevaricators of the public fortune. The CL2P has likened this cynical political tactic to the Chinese scholar Sun Tzu who has claimed that:
All warfare is based on deception.
Know thy self, know thy enemy. A thousand battles, a thousand victories.
The supreme art of war is to subdue the enemy without fighting.
Taken together, driven by Don Pablo’s volatility and duplicity where absolute loyalty is the norm and loyalty only is the only road to social advancement.
More to the point, in this gangsta state, the Cameroonian’s dream, as Donny Elwood used to sing, only benefit those who have connections to the “Mangeoire.” This is visible with the current electoral campaign where the unequal deployment of forces between a party-state CPDM that has taken control of public wealth and candidates of opposition parties subtly deprived of public funding.
How in this context, the biggest challenge is apathy and meaninglessness but human right organizations such as the CL2P is determined to carry out a message of determination and self-efficacy that ordinary people can change the world. The CL2P is hoping that ordinary Cameroonians will stop responding as trained dogs to the Biya’s regime high –pitched dog whistles and instead to thoughtful calls of decency.
