Le pouvoir présidentiel et l ‘«organisation démocratique distribuée» en Afrique

Alors qu’il s’apprête à ajouter son nom à la longue liste de dictateurs africains obsédés par leur immortalité obscène, l’orgueil mal placé de M. Condé trahit tous ceux qui ont cru en lui comme l’espoir d’un continent démocratique, et surtout comme le couronnement de la longue histoire de lutte pour la démocratie en Guinée qui l’avait précédemment confiné à l’exil en France.
Aujourd’hui Il nous dit que nous avons eu tort de croire en la démocratie et aux droits de l’Homme, et que nous ne pouvons rien changer de toutes les façons, parce que “tout est truqué, même quand vous gagnez”!
Ainsi, Comme de nombreux dictateurs brutaux avant lui, M. Condé a maintenant transformé le pouvoir en un culte de la personnalité obscène.
Le fait est que M. Condé peut bien gagner une bataille technique et truquer le système pour un troisième mandat n’enlève pas qu’il ne sera jamais en position de gagner une bataille politique légitime en Guinée.
Les organisations des droits humains, telles que le CL2P, motivé par un sentiment d’indignation et d’injustice illustrent la détermination et la mobilisation des Africains ordinaires pour moderniser notre système politique arriéré à travers l’Afrique francophone. Ils continueront à exercer une pression suffisamment forte sur ces régimes autocratiques pour que des projets politiques démocratiques soient réalisés, ouvrant ainsi les champs de bataille politique à tous.
Ces nouvelles structures sont organisées à partir d’une accumulation du pouvoir stratégique au niveau local ou par secteur, plus uniquement sur le critère de l’idéologie.
Cela est dû à la notion d ‘ «organisation distribuée ». Elle décrit un nouveau phénomène: une action politique spontanée, diffuse et axée sur les personnes. Cela contraste avec les méthodes autoritaires du pouvoir tyrannique et centralisé basé notamment sur le supposé charisme du président. L’organisation distribuée implique que les masses créent et gèrent leurs propres réseaux sociaux et politiques tels que le CL2P qui est une organisation dirigée par des bénévoles expérimentés et très motivés qui découvrent par eux-mêmes comment effectuer le changement au niveau local en particulier.
En conséquence, le plus grand danger serait de nous embourber dans cette dichotomie machiavélique et meurtrière entre « régime contre Société » et « Société contre Société » comme au Cameroun sous la loi dite des autochtones contre des allogènes. Parce que nous voulons faire de la politique et non de la guerre.
Ainsi, les organisations des droits de l’Homme, telles que le CL2P, développent des capacités pour réglementer les règles du jeu politique de façon démocratique et exposent le secret des centres de pouvoir et comment ils fonctionnent dans une nouvelle sphère publique pour contribuer à donner à tous les Africains ordinaires, des ressources égales pour participer au jeu politique.

Presidential power and Democratic distributed Organization in Africa

As he prepares to add his name to a long list of African dictators obsessed with their obscene immortality, Mr. Conde’s hubris betrays all of those who came to view him as the hope of a democratic continent from a long history of fighting for democracy in Guinea which confined him to a long exile in France. He is telling us that we were wrong to believe in democracy and human rights, and that we can’t change anything anyway, because ‘it’s all fucking rigged even when you win!
As many brutal dictators before him, Mr. Conde has now turned power into a cultish devotion to one man.
The thing is that Mr. Conde can well win a technical battle and rigged the system for a third term but he will never be in position to win a legitimate political battle in guinea. Human right organizations, such as the CL2P, driven by a sense of outrage and injustice, exemplifies ordinary African’s determination and mobilization to modernize our backward political system across Francophone Africa. They will continue to put the pressure on these regimes strong enough for democratic political projects to be achieved opening up the political playing field.
These new structures are organized beginning on the accumulation of strategic power on a local level or by sector, rather than according to ideology.
This is because of the notion of “distributed organizing.” It describes a new phenomenon: spontaneous, diffuse, people-powered political action. It stands in contrast to the top-down authoritarian methods of centralized authoritarian power and the charisma of the president.
Distributed organizing involves the masses creating and running their own networks, social and political such as the CL2P which is an organization driven by experienced and highly motivated volunteers who figure out for themselves how to effect change, local change in particular.
Hence, the biggest danger would be to get stuck on Machiavellic the lethal dichotomy between ‘regime v. society’ to ‘society v. society’ as in Cameroon under the so-called auchthones versus allogenes law because we want to do politics and not war. Thus, human right organizations, such as the CL2P are developing capacity to level the playing field, opening up secretive centers of power and how they operate into the construction of a new public sphere to enlarge opportunities to every ordinary Africans, equal resources to participate in politics.
